No. JSON.stringify(JSON.parse(...)) produces the shortest standard representation of the exact same value. Number formatting follows JavaScript canonical output, e.g. 1.0 becomes 1.

It depends on how the input was formatted. Pretty-printed JSON with 4-space indentation typically shrinks 60-80%, while already-compact JSON stays almost the same size.
