The delimiter is inferred per file by counting candidates (, ; \t |) outside quoted sections on the first rows - the same heuristic Excel's import wizard uses. Encoding is assumed UTF-8; a BOM is detected and stripped or preserved on output depending on the option, since Excel needs the BOM to recognize UTF-8.
The report lists rows whose field count differs from the header - the most common CSV defect, usually from unquoted commas or an embedded newline. Those rows are kept verbatim and flagged, because guessing where to add quotes risks silently corrupting data.
